Meeting overview

On October 16, 2025, JPBA held the first regular liaison meeting with PPCJ. Approximately 20 members participated, and both organizations began concrete discussions on common industry guidelines based on issues raised at the 2nd General Meeting of the Parliamentary League for the Promotion of Poker Culture.

Agreed direction

JPBA and PPCJ agreed to proceed with guideline development in phases. The first phase will focus on poker events outside the scope of amusement business regulations. The venue area will be addressed in a second phase.

Legal and practical organization

The discussion covered the need to organize issues under the Act on Control and Improvement of Amusement Business, the Penal Code, and the Act against Unjustifiable Premiums and Misleading Representations. Both organizations also discussed the need to clarify requirements for lawful event operation and prize models.

Next steps

JPBA and PPCJ will consider inquiries to the Ministry of Economy, Trade and Industry and the National Police Agency, gather expert opinions, and organize interim points of discussion. Both organizations aim to continue liaison meetings and move guideline development forward through 2026.
