Background
JPBA has begun work on guidelines for appropriate operation of poker venues operating under Type 5 amusement business licenses. This initiative follows warnings and guidance issued in late 2025 after inspections by the Tokyo Metropolitan Police Department.
JPBA believes that poker-related businesses must operate in a manner grounded in legal compliance and social trust, and that clear operational standards are necessary for the healthy development of poker culture and business.
Key areas under review
- Advertising and promotional expressions that could excessively stimulate speculative interest.
- Ring game operations, including the relationship between chips, points, prizes, and other economic benefits.
Development approach
JPBA will proceed through a working group and a phased discussion process. The association will also cooperate with PPCJ and related parties to organize practical issues and legal considerations.
JPBA asks Type 5 amusement business operators to understand the warning materials and guidance issued by police authorities and to cooperate in building appropriate and trusted operations.
