Purpose of this policy notice
JPBA is working to develop guidelines for appropriate operation of poker venues licensed as Type 5 amusement businesses. Before the publication of those guidelines, JPBA is sharing key policy points that should be recognized across the industry.
This notice is intended for Type 5 amusement business venues and for businesses that provide point systems or related services to those venues.
Advertising expressions
Operators should voluntarily review advertising and promotional expressions that may excessively stimulate speculative interest. Particular care is required for expressions that overstate value, imply certain outcomes, or could lead customers to misunderstand the economic benefit of participation.
Ring game operations and points
In ring game operations, JPBA recognizes concern around systems where chips won in play may be connected directly to economic value, such as prizes, food and beverage exchange, points, or points usable outside the venue.
Operators and point-system providers are asked to review their systems and operations so that chips won in play are not directly treated as points or other economic benefits.
Request to operators
JPBA asks relevant businesses to confirm the current state of their operations and to cooperate with industry efforts toward lawful, transparent, and trusted venue management.
